Association of Municipalities and towns of Slovenia (SOS) is the biggest representative association of municipalities, established in 1992. Association has 178 member municipalities (from 212 municipalities). Because of different needs in association with community’s size the association is organized in three sections – section of city municipalities, section with Administrative Unit headquarters and section of other communities. President of each section is also a vice-president of community member communities represent and accomplish their tasks in 16 commissions, (over 400 representatives of member communities are operating in this groups), in which they coordinate legal acts and regulation act within working areas that are important for the communities.
Tasks of Association of Municipalities and Towns of Slovenia are, in particular, implementation and representation of local community’s common interests in proportion to coordination with legal and regulation acts, which, with their solutions, impact on municipalities’ situation.
Local Energy Agency Pomurje – LEA Pomurje, Slovenia
LEA Pomurje is regional organization that takes care to promote and facilitate continues improvement of energy efficiency and accelerated deployment of renewable energy sources in the region by seeking to maximilization local energy self-supply region. The establishment of the agency dates back to 2005 in the framework of an international consortium in the Intelligent Energy Europe.
The basic guidelines of operation of activities is the promotion of RES (renewable energy sources) and RUE (efficient use of energy) and environmental protection at all levels and tracking requirements and guidelines in international, national and regional level in the energy sector. LEA Pomurje increasingly realize the objective to become a key software, implementing, negotiating and representative institution in the implementation of RES and RUE and sustainable development in the region.

Instituto Universitario De Urbanistica – IUU, Spain

Centre of the Valladolid University (Spain), rooted in its School of Architecture and oriented to advanced and applied research in the fields of urbanism and spatial planning, in particular «city and regional planning”. Baltic Environmental Forum Latvia – BEF Latvia
The Baltic Environmental Forum-Latvia (BEF-Latvia) is a non-governmental organisation aiming at strengthening environmental protection by developing co-operation and dialogue between various stakeholders and by increasing their capacities in implementation of environmental management.. The BEF-Latvia’s central activities foster implementation of the EU environmental policy in the Baltic Sea region. The organisation’s primary fields of focus consist of: sustainable development of urban and rural areas, including sustainable use of resources; climate change mitigation and adaptation; and sustainable consumption patterns. The BEF-Latvia is a facilitator and networking organisation that seeks to build stakeholder capacity for better environmental protection. Several international and national events (seminars, trainings, info days) have been organised. BEF has experience in data collection and comparative analyses. Several targeted publications on various environmental issues and recommendations on EU policy implementation at various levels have been elaborated. The organization has a long term contract for rent of office premises in Riga, Antonijas 2-8, and has fully equipped 16 working places. BEF Latvia has 16 employees including 3 experts working in the field of sustainable use of energy sources implementing national and international projects related to awareness raising of stakeholders and general public.
Centro Nazionale Studi Urbanistici – CeNSU, Italy
The National Centre of Urban Studies (Centro Nazionale Studi Urbanistici – CeNSU), is a non-profit organisation, promoted by the Italian National Council of Engineers (Consiglio Nazionale degli Ingegneri – CNI).
CeNSU aims to promote cultural and training initiatives on urban and regional planning issues, strategic environmental assessment, real estate market, building codes, etc.. It enhances the collaboration of Associations and Public Bodies on town planning actions, it acts as consulting body for the National Council of Engineers, other institutions and administrative bodies, and enhance the participation of engineers in town planning related matters.
CeNSU is also engaged in the permanent formation of engineers, through conferences, seminars, and courses.

The University of Groningen traditionally ranks among the 100 strongest universities worldwide. The Faculty of Spatial Sciences and within it the Department of Planning and Environment contributes directly two on of the University’s main research themes, which is energy. Our work involves studies on sustainable urban management, sustainable transport, and the integration of spatial planning and energy planning. In frame of this project by the experts in cooperation with ZPR administration and stakeholders was elaborated Zemgale Planning Region Energy Action Plan 2012-2020. This Plan was integrated in new Zemgale Regional Development Programme 2014-2020. Most exepriences are connected with main function – regional planning and elaboration of development documents. The Urban Gro Lab is an urban living lab embedded in the city of Groningen (NL), integrating concurrent and ongoing research, planning and innovation process within the arena of public-private-civil society network approach. The lab provides a framework for actor and user centred planning and research, involving various actors, stakeholders, different fields of research and city government and administration. The Urban Gro Lab is a strategic partnership between the City of Groningen and the University of Groningen Department of Planning and Environment.
